"A Very Early Bird Running ... In 2012"

Massachusetts Democrat Andrea F. Nuciforo Jr. is making very early preparations to seek the seat of Rep. John W. Olver : he plans to run in 2012.
Nuciforo, a lawyer and former state senator, recently filed a statement of candidacy with the Federal Election Commission to initiate a 2012 campaign in Massachusetts’ 1st District, which takes in the western part of the state and has been represented by Olver, a Democrat, since 1991.
Nuciforo didn’t respond to a request for comment, but his political director Joseph Engwer confirmed in an e-mail that Nuciforo is targeting 2012 as the year he will run for Congress.
Nuciforo, 45, has had his eye on Congress for some time.
When he announced his retirement from the Massachusetts Senate in March 2006, the Berkshire Eagle newspaper said Nuciforo “has long been considered one of the likely candidates to succeed” Olver, who is 72 years old.
Nuciforo spent 10 years in the state Senate, where his late father also served, and is now the Berkshire Middle District Register of Deeds in his hometown of Pittsfield, the largest city in Massachusetts’ 1st District.
Nuciforo plans to hold a fundraising reception July 16, 2009, at a Pittsfield restaurant.
Olver is seeking re-election in 2010 and is heavily favored to win a district he has dominated in most of his elections. But Massachusetts’ congressional districts will be reshaped in the congressional redistricting process that will ensue before the 2012 election. Because of slow population growth, Massachusetts could lose one of its 10 congressional districts in reapportionment.

Asked why he’s joined a 2012 race so early, Nuciforo said he just likes to be well prepared is all.
“As you know, a congressional run is a very significant undertaking and you have to be prepared both organizationally and monetarily,” said Nuciforo. The former senator filed fundraising paperwork with the Federal Election Commission last Tuesday.
“I have relevant experience and I’m a proven campaigner,” Nuciforo said of his assets. Nuciforo is currently the Register of Deeds in Berkshire County, and rushed to say he supports Olver in the 2010 election. You know, the race that most congressional hopefuls are campaigning for right now.
“I support him wholeheartedly and have contributed to him in the past,” Nuciforo said.
Nuciforo said he was inspired to run by the upcoming census, which could eliminate a congressional district if the Bay State’s population numbers dip too low. Western Massachusetts is seen as the most vulnerable for redistricting due to the small number of residents.
“As legislators draw new district lines, I think it’s important they be mindful of the rural and small town character of the district,” said Nuciforo.

An Eagle editorial last week observed that with the announcement by Republican Charles Baker that he would run for governor, the 2010 campaign season had begun. A week later, the campaign season has leapt ahead two more years with Pittsfield Democrat Andrea F. Nuciforo Jr.'s announcement that he will be running for Congress in 2012.
Mr. Nuciforo, a former state senator, will be seeking the seat currently held by veteran First District Congressman John Olver of Amherst. With Mr. Nuciforo mum on the specifics of a conservation he had with Mr. Olver regarding his future plans, and with Mr. Olver and his staff simply mum in general, it is impossible to discern if the 72-year-old Mr. Olver is planning to step down after presumably one more run in 2010, or if Mr. Nuciforo is coming after Mr. Olver regardless in 2012. The latter seems unlikely, however.
It is also difficult to predict exactly what kind of district Mr. Nuciforo will be seeking to represent, as the 2010 census may cost Massachusetts one of its 10 seats if, as anticipated, the state is found to have lost significant population. The power lies in the east, and the First District, already huge and so awkwardly shaped it includes Great Barrington and Fitchburg, could be merged with the Second and Fifth Districts to avoid discomfiting entrenched eastern congressmen.
At any rate, the 2012 race is under way. Can 2014 be far behind?

PITTSFIELD -- Andrea F. Nuciforo Jr., the former Berkshire state senator, has decided to run for the congressional seat currently occupied by John W. Olver -- but not until 2012.
The 45-year-old Nuciforo, who served in the Senate for 10 years until 2007, filed papers with the Federal Election Commission earlier this month, declaring his candidacy for the seat in the 1st Congressional District of Massachusetts even though the 72-year-old Olver has given no indication that he intends to retire.
Olver, a Democrat from Amherst, has held the seat since 1991 when he won a special election to replace Silvio Conte of Pittsfield, who died in office. Olver, who sits on the powerful House Appropriations Committee, intends to run for re-election in 2010.
In a telephone interview on Tuesday, Nuciforo, a Democrat from Pittsfield, said he intends to support Olver’s re-election bid in 2010. Nuciforo also said he spoke with Olver regarding the congressman’s future plans after next year’s election, but he declined to comment on what was discussed.
"I have had a very friendly and cordial conversation with the congressman," Nuciforo said. "I am not at liberty to discuss the details of the conversation with you.
"I don’t think anyone can speculate about what the field will look like in 2012," he said. "I’m not going to speculate either."
Nuciforo, an attorney, is the register of deeds for the Berkshire Middle District in Pittsfield.
Filing with the FEC allows Nuciforo to establish a fundraising committee, too, and begin raising cash. This week, Nuciforo launched a new Web site, www.nuciforo.com, but it offers no specifics or intentions about his run for Congress in 2012.
An aide to Olver on Tuesday directed all inquires about the congressmen’s intentions to his campaign staff, which did not return a telephone call seeking comment.
Massachusetts has 10 members in its congressional delegation, but Nuciforo said it’s possible that the districts could be redrawn, or redistricted, following the 2010 Census when the state could lose a seat because of a population drop. Meanwhile, there has been speculation that an incumbent congressman may retire if the districts are redrawn. The sprawling 1st Congressional District is the state’s largest geographically: It stretches from the Berkshires to east of Fitchburg.
"Redistricting is a big part of the equation here," Nuciforo said. "The 1st Congressional District is the only one in Massachusetts that is entirely small towns and cities. It is the rural district in Massachusetts. It just happens that Pittsfield is the largest community. I think that it’s very important that small cities and small towns have a voice in Washington not just this year or the next two years, but in many years to come."
Nuciforo said he decided to file papers now because "as you can surely imagine, running for Congress is a very substantial undertaking. I plan to be prepared both organizationally and financially to run."
Asked his reaction to Nuciforo’s candidacy, North Adams Mayor John Barrett III said Olver should be given an opportunity to announce his future plans first.
"A lot of things could change between now and 2012, but it’s John Olver’s decision to run or not," Barrett said. "He should be given consideration by the party. The second part of the equation is going to be the redistricting, although no one knows where it’s going to be yet."
Meanwhile, Nuciforo has scheduled a fundraiser at 5 p.m. Thursday at Mazzeo’s Ristorante in Pittsfield, and suggested donations range from $25 to $100. The host committee for the fundraiser includes a number of big names in county politics -- from Berkshire County Sheriff Carmen Massimiano and District Attorney David Capeless to Pittsfield Mayor James Ruberto and state Reps. William Pignatelli, Denis Guyer and Christopher Speranzo, and state Sen. Benjamin Downing.
Ruberto declined to comment on Nuciforo’s candidacy, except to say that he would be attending the fundraiser.
During Nuciforo’s tenure in the state Senate, he served as chairman of the Joint Committee on Financial Services and the Joint Committee on Banks and Banking, as well as a member of the budget-writing Senate Ways and Means Committee. He is a graduate of the University of Massachusetts-Amherst, and the Boston School of Law.

I received the regards from President George W Bush, who ordered me a hearing one city block from The White House in Washington, D.C. at the VA headquarters' Board of Veterans Appeals 5 years ago this month. I was awarded all of my Veterans benefits. I still have my US Army medal, service ribbons, and other honors in my military case. I am proud to have served and thankful I live in a nation that honors life and its Veterans.
Compare me with Luciforo's small character, layered bullying, persecutions, corruption in politics, insider deals, and insults all that you want.

BOSTON - Former state Sen. Andrea Nuciforo has decided to run for Congress - in 2012.
The Pittsfield Democrat has filed papers with the Federal Election Commission declaring his candidacy in the state's westernmost 1st House District three years from now. The seat is held by Rep. John Olver of Amherst, a fellow Democrat who has given no indication of retiring.
Nuciforo had been among those considered to possibly challenge Olver in 2010.
"We think a campaign like this requires some lead time," Nuciforo told The Associated Press. "And we will be prepared both financially and organizationally in 2012."
Nuciforo says he supports Olver for re-election next year, although he sidestepped a question about whether he would square off against the incumbent should he seek re-election in 2012.
"I support John Olver; I have supported him for years. To my knowledge, he is running for re-election in 2010, and he will have my enthusiastic support," Nuciforo said.
Asked if that fidelity extended to 2012, he said: "What I'm doing is supporting the congressman's bid for re-election."
Some political observers wondered if Nuciforo's declaration might say something about Olver's long-range plans. Amherst resident Ralph Whitehead, a professor of press and politics at the University of Massachusetts who has worked as a political columnist and consultant to political campaigns and government agencies, sees Nuciforo's decision to run in 2012 as a "very interesting" political strategy that he thinks may suggest Olver plans to retire.
"After winning his first full-term as congressman in 1992, (Olver) pretty much turned this seat into a safe seat," Whitehead said. "My hunch is that Mr. Nuciforo must be guessing or at least gambling that Olver will not seek re-election in 2012."
Because Nuciforo has chosen to support Olver's re-election in 2010, Whitehead said he suspects his plan to run in 2012 is an attempt to be first in what would be a long line of politicians vying for the seat.
"I think he wants to be the first in line chronologically," Whitehead said.
Also finding Nuciforo's announcement an interesting political move was Northampton resident Bill Rosen, a former staff member for Olver, who wasn't as quick to presume retirement in Olver's future.
"I don't know what his intentions are about this, I just think that it is a very interesting move and I would think it is a little presumptuous," Rosen said. "John doesn't make decisions that far in advance. He is not going to make a decision about 2012 because you can't presume such a thing when running for election in 2010."
One possibility, Rosen said, is Nuciforo's recognizing there is a chance that in 2012 the district map in Massachusetts could change from 10 congressional districts to nine.
"That could be a piece of this too," Rosen said. "That redistricting may be coming."
Attempts to reach Nuciforo and Olver at home were unsuccessful Tuesday night.
Nuciforo, 45, represented the Berkshires in the Legislature from 1997 to 2007. He has since returned from Boston and serves as the register of deeds in the Berkshire Middle District.

Olver, 72, served three terms in the Massachusetts House of Representatives before serving nine terms in the state Senate. In 1991, he won a special election to replace Rep. Silvio Conte, who died in office. Olver faced his most serious re-election battle in 1996 from then-state Sen. Jane Swift, who went on to become the state's lieutenant governor and acting governor.
The congressman holds a seat on the powerful House Appropriations Committee and has accused the federal government of passivity amid evidence of genocide in Darfur. He was arrested in 2006 after protesting outside the Sudanese embassy in Washington.
While Massachusetts currently has 10 members in its House delegation, the state could lose a seat following the 2010 U.S. Census because of expected population loss. That has prompted speculation about redistricting, as well as questions about whether an incumbent or retiring member might lose his or her territory as congressional lines are redrawn.

Re: Question about Luciforo's options in 2012
Is Andrea F Nuciforo Jr (aka "LUCIFORO!") going to run for both Pittsfield Registrar of Deeds and US Congress in 2012. I had asked my Dad if Pittsfield's Dark, Inbred Political Prince -- Luciforo's Dad was a Pittsfield State Senator then a Pittsfield Probate Court Judge, Luciforo's Aunt-in-law was a former Pittsfield Mayor, Luciforo's Uncle was a former Pittsfield State Representative -- is legally able to run for the 2 political offices at once in the year 2012. He did not know the answer, but said it was both a good question to ask and point to bring to the fore. So, does anyone know the answer? I believe Luciforo will try to run for both political offices in 2012. If he won both, he would resign the Pittsfield Registrar of Deeds and allow the corrupt Bill Galvin or his successor to name his replacement.
